The award winning Corporate Center at Horseshoe Pond is the culmination of several years of a collaborative effort by the City, Capital Regional Development Corporation (CRDC), the Greater Concord Chamber of Commerce, and a number of state and federal agencies. The City created a $5 million Tax Increment Finance (TIF) District comprised of 40 acres of the North End Opportunity Corridor. The city acquired the 20-acre former Concord Lumber property for the purpose of developing a conference center to fulfill a great need for additional meeting space in Concord. The City sold the land to CRDC, who cleaned up and remediated the environmental contamination, demolished the dilapidated buildings, prepared and subdivided the site, and marketed parcels to developers. The City used Tax Increment Financing to acquire other properties and easements, construct the new Constitution Avenue under I-393 to connect the site to the interstate, reconstruct Commercial Street, put the overhead utility lines underground, construct hiking paths, and landscape the area. The Chamber, City, and CRDC lead a campaign to raise $4.4 million in private contributions through the New Hampshire Community Development Finance Authority to construct the Grappone Conference Center, named in recognition of the largest contributor. The above investments have resulted in $40 million in new tax base for the city. These private developments are shown on the following map. There are sites for potential future redevelopment. The next initiative will be to connect Constitution Avenue to Storrs Street and Stickney Avenue to create new redevelopment opportunities.
